2009 FUNDING ROUND
IS NOW OPEN

The 2009 annual funding round is now open and you have four weeks (for hard copy
applications) or six weeks (for online applications) to complete and submit your
application. To assist you we have prepared a series of responses to frequently
asked questions:

When does the funding round close?

There are two closing dates, they are:

* Hard Copy applications are those that have not been submitted through the Mā
te Reo website e.g. applications that are written, typed, faxed, posted, e-mailed,
couriered or hand delivered.
** Online applications are those that have been submitted directly into the Mā
te Reo website e.g. you log onto the site and answer the questions as they appear
on your computer screen. |

Will you accept late applications? |

A |
No. The database will automatically close at 5.00pm on Friday the 8th of May
and applications that have not been submitted will be ineligible for assessment. |

When will we be notified of the decision? |

A |
By 10 July 2009. |

If I miss the closing dates can I apply at any other time in the year?

A |
No. Mā te Reo is an annual funding round. If you miss these dates
the next opportunity to apply will be in 2010. |

This is up to you, however seperate applications are required for each language
category you apply to. Those categories are:

If you are new to Mā te Reo you must register your contact details before completing
an online application. To do this go to:

SUBMITTING HARD COPY APPLICATIONS
Either download the application from the website, or contact us to request an application
pack. As soon as you receive the application form you can begin developing your
application.

My current project has overdue report/s, how will this affect my 2009 application?
|

A |
This will depend on whether you are consistently late, or whether this is a one
off situation. ‘Applicant Experience’ is one of five criteria
applications are assessed against and we will comment on whether a provider has
completed their project on time, or not. Avoid reasons to decline your application
by completing any overdue report. |

What is the difference between a hard copy and online application?

Online applicants have two extra weeks to complete their applications.

Yes. The database saves your information as you go. Also you can answer
any question at any time. This is helpful if the response to one question
sparks the answer to another. |

Can I discuss my project with you?

A |
Absolutely. We look forward to discussing your project and clarifying how
it aligns to the language categories and the funding criteria. However, we
suggest you contact us early. We expect to receive many telephone calls while
the round is open. |

How are the decisions made?
|
|
A |

All applications are checked for eligibility. |
| 2. |
Applications are assessed against the five criteria and a recommendation to approve
or decline is prepared. |
| 3. |
All applications are moderated to ensure that the Assessors have applied the criteria
consistently across applications. |
| 4. |
Recommendations are tabled to Te Rōpū Tautoko (the Fund Management Committee)
for their consideration. |
| 5. |
The Board of Te Taura Whiri i te Reo Māori then approves those recommendations
as presented by Te Rōpū Tautoko. |
Applicants are advised. |

Can I appeal the decision?
|

A |
Yes. All government decisions can be appealed and Mā te Reo is no different.
You will need to address your written appeal to the CEO within four weeks of receiving
our decision. |

We are managing 94 projects and 19 of these have overdue reports. Please submit
your reports to us so we can begin the 2009 round with as few overdue projects as
possible.
Completing your milestone reports
A helpful hint when drafting your first report is to ensure there is sufficient
information to justify the upfront payment you have received and to justify the
release of the next payment. We will now be contacting you one month before your
report is due to clarify any questions you may have. We will continue to work with you
during the month to ensure the report is received on time.
Invoice payments
All milestone reports are due at the end of the month so check your agreement to
identify the month your report is due. Please note that we will now be paying all
invoices once a month therefore your report must reach us on time or you may have
to wait another month for payment.

The Māori Language Week Awards has been expanded and will now be known as the
Māori Language Expo. The expo will include a Māori Language Symposium,
a Māori Language Expo and the Māori Language Awards. The focus of the
awards has shifted to acknowledge ‘excellence in te reo Māori and longer
term commitments to te reo Māori promotion’, rather than celebrating
the one off efforts undertaken over Māori Language Week only.
The expo will be held on the 15-16 October 2009 at Te Rauparaha Arena in Porirua.

Since the development of the Raukawa Iwi language plan ‘Whakareia te Kakara
o te Hinu Raukawa’ (launched in 2006 during Māori Language Week) one
of the Trust Board’s projects have focused on supporting marae to develop
their own language plans. It is their philosophy that restoring Raukawa reo requires
action from the iwi, hapū, marae, whānau and the wider community.
The Trust Board have been organising a series of language planning workshops for
marae to discuss: the status of Māori language on the marae, the value of language
planning and funding options. To date eight marae are developing or implementing
their language plan and seven of these marae have secured Mā te Reo funding
to assist and support their endeavours.
Language Planning formalises the starting point, desired destination and the most
efficient way to reach that destination. Planning also helps to coordinate resources
to minimise duplication; this is important when resources are limited.
Helpful tips
• Language planning allows you to explore solutions thoroughly.
• Marae must actively plan and then implement the plan to increase the number
of capable speakers available.

Kura Reo Whakapakari Reo (20 Year Celebration) |

Waimārama Marae hosted the first Kura Reo Whakapakari Reo twenty years ago
in 1989 so it was fitting that Waimārama Marae host the 20th year celebration.
In recognition of this great milestone the Waimārama Māori Committee developed
‘Pūmaharatanga 1989-2009’ a resource book and CD acknowledging
those whose contributions shaped Kura Reo Whakapakari Reo.
Kura Reo is a six day total immersion language programme targeting moderate to proficient
learners working with te reo Māori i.e. teachers, broadcasters, lecturers.
Kura Reo run four times a year with up to 150 tauira who are organised according
to their proficiency level. Tauira progress through a series of structured classes
delivered by tutors who are experts in their field of study i.e. whakataukī,
kīwaha, translations, writing, grammar etc.
Helpful tips
• Laughter and humour make the learning experience even more enjoyable.
• Reo learnt in the formal class times is used afterwards in social times,
which reinforces the learning.
• Having good relationships with those who can
help with venue and catering helps keep things running smoothly.
Initially developed by Te Taura Whiri i te Reo Māori, Kura Reo are now
organised by separate committees of which the Waimārama Māori Committee
is one. The next Kura Reo will be held in Christchurch on the 14-19 of April

Last year Hoani Waititi Poitūkohu Rōpū were successful in their tono
to host the annual te reo Māori regional basketball tournament attracting 56
teams.
While basketball was the obvious attraction it was a requirement of registration
that each team attended the reo wānanga to learn key phrases to enable them
to play and referee in te reo Māori. A workbook containing a glossary of basketball
words and phrases was created for players, coaches and umpires. All announcements
were in te reo Māori and English, and Māori language competitions ran
throughout the day for both spectators and participants.
“We received a lot of positive feedback congratulating us on a well organised
event advertising on the Iwi Radio Stations, on popular Māori TV Shows
such as ‘Code’ and ‘Boil Up’ only raised the profile of
the event”.
Hosting the finals at Auckland’s newest premier indoor venue, ‘The Trusts
Stadium’ further raised the profile and provided a high quality experience
for every whānau.
Helpful Tips
• Use Māori television to promote your event. Code and Boil Up were extremely
supportive of this event that promoted sport and te reo Māori.
• Set clear Māori language expectations and standards right at the start,
this will reduce confusion for everyone.
• Network early with previous hosts to learn from their experiences. |

Matarua Federation of Māori Traditional Martial Arts created a book and CD
about a Ngāti Rongomai pātere about significant events and places.
Using a modern medium to teach a traditional pātere makes this a perfect resource
for everyone. Those who have yet to learn the pātere will find the book extremely
helpful as each page in the book focuses on one line of the pātere. An accompanying
picture is used to then anchor each line. For those already proficient this resource
will reinforce their knowledge about the pātere.
This is an excellent resource for everyone to ensure the identity of Ngāti
Rongomai remains strong.
Helpful tips
• Use your history and waiata with modern tools to attract different groups
within the iwi.
• Cultural books and CDs are highly cherished by those who whakapapa to the
kōrero and appreciated by those who don’t.
• These resources are exciting learning tools for busy families. |
