E ngā iwi o te motu whakarongo! Whakarongo ki te tangi a te manu e karanga nei, tui, tui, tutuia. Tuia i runga tuia i raro, tuia i roto, tuia i waho tui, tui, tutuia. He mihi tautoko tēnei ki a koutou, ki a tātou rā ngā kaiwhakapūmau i te reo. Mā te reo ka hono ai ngā tātai mātauranga, ngā tātai tāngata ā whakamaua kia tina, haumie, hui e, taiki e. Kotahi anō te kōrero manaakitia, tiakina. Kia mataara hoki kia toa tēnei te mihi ki a tātou i tēnei wā mutunga o te tau (2004) ruamano ma whā.

On behalf of Te Rōpū Tautoko, the Mā Te Reo Fund Management Committee, congratulations to the administration team for finally putting together this e-pānui, and greetings to all our readers. While the on-line system is great in a number of ways, we have been conscious that in order to establish and maintain good relationships with our Mā Te Reo applicants and providers, we need additional ways of communicating with you.

This quarterly e-pānui is just one part of a new approach to the overall administration of Mā Te Reo.

It is designed to keep you up-to-date with the latest Mā Te Reo news and developments, show-case successful Mā Te Reo projects, provide advice and information on applying for Mā Te Reo funding, and completing your Mā Te Reo projects. It is aimed primarily at past, present and future Mā Te Reo applicants and providers, although anyone with an interest in the regeneration of te reo Māori may also be interested in having a read.

We trust you will find it useful and hope to hear your views and feedback as future issues unfold.

Mā Te Reo – A Community Focus

As many of you are already aware, Mā Te Reo is a Māori community focused fund. This is reflected in the composition of Te Rōpū Tautoko, with four of the eight members being Māori language community representatives. All the community representatives are fluent speakers of te reo, have extensive experience in teaching te reo, and know what's happening on the ground in terms of te reo. These people represent your interests.

Te Ururoa Flavell, Ngāti Rangiwewehi, Ngāpuhi. Te Ururoa is currently working as a contractor in the education sector.

Evelyn M Tobin, Ngāti Manu, Ngā Puhi. Evelyn is currently working as the principal of Te Kura Kaupapa Māori o Taumārere, Moerewa, Bay of Islands.

Manahi Paewai, Rangitāne. Manahi is currently teaching at Te Kura Kaupapa Māori o Tamaki-nui-a-rua.

There is one vacancy for a community representative and we will let you know who the new person is in a future issue.

In addition to the community reps, Te Rōpū Tautoko also has a representative from Te Taura Whiri i Te Reo Māori, Te Puni Kōkiri, Te Māngai Pāho and the Ministry of Education.

Your Mā Te Reo Administration Team

The Mā Te Reo team is headed by a Manager, Sharon Armstrong, and has three full-time staff.

Kelly Harding is a Mā Te Reo Project Advisor. She is responsible for maintaining the database, ensuring that your payments are made, dealing with applicant's and provider's queries and assisting with the on-going monitoring of projects.

Nerissa Aramakutu is also a Mā Te Reo Project Advisor (contracts/research assistant) with a similar role to Kelly's of assisting with the overall administration of the fund. Her focus is more on assisting with contracting, including negotiating milestones and variations. This year Nerissa is also responsible for the first ‘in-house' Mā Te Reo research project. More about this in the next issue.

Jasmine Cooper, Senior Project Advisor, takes responsibility for day-to-day oversight of the project and the implementation of quality systems and processes. Jasmine is also responsible for regular monthly monitoring visits, which are now underway.
Mā Te Reo Evaluation Results

The Mā Te Reo programme was externally evaluated in 2004, three years after it was established. The first part of the evaluation looked at the administration of the fund and resulted in several recommendations for improvements that the team has been steadily working through. The second part of the evaluation explored and reported on the outcomes achieved by providers and participants through their involvement in Mā Te Reo projects. Some of you may have been contacted and interviewed as part of the evaluation process. The evaluation findings were very positive and included the following:

Mā Te Reo projects are resulting in positive change in Māori language proficiency
Participation levels in Mā Te Reo projects, combined with the positive changes in Māori language proficiency, point towards Mā Te Reo having a positive impact on the number of Māori who know Māori
Reported participation levels are likely to understate the contribution of Mā Te Reo projects to the number of Māori who know Māori
Most Mā Te Reo projects generate numerous events or wānanga type opportunities for Māori to be spoken
Round Four Update

We received 284 applications for funding in Round 4 seeking a total amount in excess of ten million dollars. With only $1.8 million available for distribution across all eight funding categories and all around the motu, Te Rōpū Tautoko really had its work cut out for it in assessing each one. However, they got there, and in the end, approved 129 projects. Contracts have been sent to all successful applicants and most projects are now underway.

Why two closing dates? In Round Four, two-thirds of you applied on-line which was great. The Fund is designed as an on-line programme and we encourage you all to have a go at applying on-line. However one third of you still opted to fill-in and send us a hard copy application form. We will continue to accept these, but because applications of this type slowed down our ability to get your applications assessed and a decision out to you, for the next Round, we have decided to ‘trial' two closing dates. So beware, be warned, if you are going to send your application in to us in the post, you have a shorter time-span, 4 weeks as opposed to 6 weeks from opening date. This will allow the team to get your application details loaded into the database ready for assessment.


FUNDING CATEGORY CHANGES
New Category
Kura Reo a-Iwi

If you intend to apply for funding in Round Five, you need to know that Te Rōpū Tautoko have agreed to a new funding category. It's called Kura Reo a-Iwi and is designed to support hapū or iwi who would like to run a kura reo aimed at members with moderate proficiency in te reo Māori. It is hoped that such kura will help to fill a gap between those existing, nationally based kura for fluent or highly proficient speakers and the many courses, wānanga and programmes aimed at beginners. This is a high priority funding category for 2005, so start planning your kura now! See programme information on the website for further information www.ma-tereo.co.nz


New Category
Digital/Print Media (not television or radio)

Te Rōpū Tautoko have also agreed to amalgamate the IT Multi-media and Media -TV, Radio, Print categories into a new category, Digital/Print media (not television or radio). This reflects a decision not to fund television/radio initiatives as these have a primary funding source in Te Māngai Pāho.

Handy Hint/Plea from the Admin Team

The team is currently going through the enormous job of ‘cleaning-up' the Mā Te Reo database. We have had to work through hundreds of duplicate entries, merge/delete records etc. In future, we hope to develop a ‘moderated registration process', which will prevent unnecessary records.

In the meantime however, you could assist us greatly by only registering once, unless you have moved to a totally new organisation that has not previously applied to Mā Te Reo (IF YOU HAVE FORGOTTEN YOUR USER NAME AND PASSWORD, JUST CALL KELLY ON 0800 MA TE REO (628-373) AND SHE CAN GIVE IT TO YOU). If your organisation has a record with Mā Te Reo, but you are the new coordinator, again, please let Kelly know and she will give you your organisation's user name and password.
